Education
Bill will seek to improve quality education at all levels by ensuring appropriate spending of lottery funds, addressing the issue of South Carolina’s excessive dropout rate, and continuing the growth of our state’s colleges and universities.
Infrastructure
Seek to improve the infrastructure of South Carolina by balancing the state’s need for expanded roads and bridges with a fiscally responsible policy of repair and improvement.
Economic Development
Seek to continue job growth and diversified industrial investments through regional economic development initiatives.
Conservative Monetary Policies
Always support and promote fiscally conservative policies that eliminate pork-barrel spending, decrease governmental bureaucracy and offer the highest return on tax payer’s dollars.
Transparency in Government
Work toward increasing transparency and accountability in government.

A COMMON SENSE CONTRACT FOR CHANGE

Greenville, SC May 19, 2008 – Bill Wylie, along with many other candidates from across the state, met at the statehouse in Columbia today to continue discussions about reform in South Carolina. As part of those ongoing discussions, a document called “A Common Sense Contract for Change” has been developed and adopted by many candidates seeking election this year. This document outlines initiatives that will fundamentally change the way business is conducted in Columbia.
Bill Wylie addressed constituents after the gathering saying, “It’s time for a change. We can’t keep doing the same things the same way with the same people and expect different results. I am running for office in South Carolina because I believe there is great potential in our state, and with practical, proven business practices we can eliminate waste, restore accountability and see South Carolina meet its potential. I am proud to stand with other like-minded candidates to see these changes happen in South Carolina.”
Focusing on taxing and spending reforms, structural reforms, judicial reforms and legislative and ethics reforms, this document begins, “As responsible citizens seeking to join the institution of public office, we pledge not only to change the direction of our state but, even more importantly, to restore the bonds of trust between our citizens and their elected representatives.”

FIRST, taxing and spending reforms to more effectively target our finite resources to core services, eliminate wasteful, pork barrel spending, and ultimately return more money to the taxpayers of South Carolina.
SECOND, structural reforms to strengthen the executive branch so that it can efficiently execute the laws passed by the General Assembly and provide appropriate checks and balances to the other two branches of state government.
THIRD, judicial reforms to increase the independence of our court system so that it is truly a co-equal branch of state government.
FOURTH, legislative and ethics reforms to lessen the influence of special interest groups, increase the participation of our citizens and enhance the autonomy and powers of local governments.”

S.C. House Republican Caucus
2010 Legislative Agenda
Every decision on every bill before the House Republican Caucus will be viewed through the prism of how that legislation creates jobs or improves the economic climate of our state.
Growing Our Economy
Growing South Carolina’s economy and creating jobs is the Republicans’ top priority for 2010. We must keep moving forward and make our state the best place to do business in America. To do that, the Caucus will support legislation based on the recommendations of the Republican Economic Development Improvement Group, reform the Employment Security Commission, and take the next step in much-needed Tort Reform.
Improving Education
Improving our public education system – from kindergarten through college – is a critical part of improving the economy. We will expand funding flexibility for schools, make it easier for charter schools to thrive, and maintain our successful college scholarship programs.
Responsible & Limited Government
Limiting the reach of government, and ensuring government is responsible and efficient, is another key to growing our economy. The House Republican Caucus will fight to enact state spending limits, establish a clear chain of command in the executive branch, expand online campaign finance disclosure, and promote government reform and efficiency through a series of bills.
Protecting State’s Rights
The Federal Government is undergoing an unprecedented expansion of federal power under the new administration. The House Republicans will do everything we can to counteract this expansion by stressing the sovereignty of states, supporting free-market healthcare, and limiting the federal government’s intrusion into powers not expressly given to it by the United States Constitution.
